For Vehicle Owners — Documents Required to Scrap a Vehicle at an RVSF
When a vehicle owner submits a vehicle for scrapping at an RVSF or via the Parivahan Vehicle Scrapping Portal, the following are generally required to validate ownership and enable deregistration:
Essential Ownership & Identity Proof
Original Registration Certificate (RC) of the vehicle
Owner’s Identity Proof – e.g., Aadhaar Card, PAN Card
Address Proof – e.g., Aadhaar/Passport/Utility Bill

Insurance Document Copy (if available)
No Objection Certificate (NOC) if the vehicle was under loan/finance

If the goal is to establish and operate a Registered Vehicle Scrapping Facility (i.e., obtain RVSF license/authorization to scrap vehicles professionally), the regulatory documentation is more extensive:

Duly Filled RVSF Application Form (e.g., Form-I)
Business Incorporation Certificate (Company/Partnership/LLP) or Udyam/Shop Act Registration
PAN Card (Business)

Owner Side Process
Once documents are verified and the vehicle is scrapped, a Certificate of Vehicle Scrapping is uploaded to the VAHAN portal, which enables deregistration by RTO and allows the owner to claim benefits (e.g., tax rebates or incentives).
Missing documents like RC can be substituted with affidavits/FIRs in certain cases under owner self-declaration, but that depends on RVSF discretion and local rules.
Facility Side Compliance
RVSF authorization is typically valid for ten years and requires renewal along with compliance review.
Environmental compliance is critical — SPCB approvals (CTE/CTO) and waste management plans form core submissions in the RVSF application.
