For Vehicle Owners — Documents Required to Scrap a Vehicle at an RVSF 

When a vehicle owner submits a vehicle for scrapping at an RVSF or via the Parivahan Vehicle Scrapping Portal, the following are generally required to validate ownership and enable deregistration:

Essential Ownership & Identity Proof

  • Original Registration Certificate (RC) of the vehicle

  • Owner’s Identity Proof – e.g., Aadhaar Card, PAN Card

  • Address Proof – e.g., Aadhaar/Passport/Utility Bill

 Supporting Documents

  • Insurance Document Copy (if available)

  • No Objection Certificate (NOC) if the vehicle was under loan/finance

  • Self-Declaration / Affidavit (if certain documents are missing — e.g., lost RC)

  • Chassis/Engine Verification (vehicle may be physically inspected by RVSF)

 After submission and verification, RVSF issues a Certificate of Vehicle Scrapping via the VAHAN system, which then enables official deregistration by the RTO.

For Businesses — Documents Required to Obtain RVSF Facility Registration

If the goal is to establish and operate a Registered Vehicle Scrapping Facility (i.e., obtain RVSF license/authorization to scrap vehicles professionally), the regulatory documentation is more extensive:

 Corporate & Business Credentials

  • Duly Filled RVSF Application Form (e.g., Form-I)

  • Business Incorporation Certificate (Company/Partnership/LLP) or Udyam/Shop Act Registration

  • PAN Card (Business)

  • GST Registration Certificate

 Operational & Environmental Compliance

  • Proof of Land Use / Premises Occupancy – Lease/Ownership documents for the facility

  • Approved Layout Plan of scrapping yard and operations site

  • Consent to Establish (CTE) from State Pollution Control Board

  • Consent to Operate (CTO) (or undertaking to obtain within timeframe)

  • Undertaking for ISO Certification (e.g., ISO 14001/ISO 45001/ISO 9001 within defined period)

  • Technical & Machinery Compliance Proof (equipment details for depollution and dismantling)

 Additional Licences / Environmental Documentation

  • Hazardous Waste Management Authorization (if applicable under HWM Rules)

  • Pollution NOC or SPCB Approvals

  • Safety & Waste Management Plan (including handling of oils, batteries, coolant, etc.)

Supplementary Notes for Strategic Planning

 Owner Side Process

  • Once documents are verified and the vehicle is scrapped, a Certificate of Vehicle Scrapping is uploaded to the VAHAN portal, which enables deregistration by RTO and allows the owner to claim benefits (e.g., tax rebates or incentives).

  • Missing documents like RC can be substituted with affidavits/FIRs in certain cases under owner self-declaration, but that depends on RVSF discretion and local rules.

 Facility Side Compliance

  • RVSF authorization is typically valid for ten years and requires renewal along with compliance review.

  • Environmental compliance is critical — SPCB approvals (CTE/CTO) and waste management plans form core submissions in the RVSF application.
