Pollution Certificate Required for RVSF
As per pollution control classification followed by CPCB and implemented by respective State Pollution Control Boards (SPCBs), a Registered Vehicle Scrapping Facility (RVSF) is categorized as an ORANGE category industry.

Why RVSF Is Not Green and Not Red
Not Green Category
Green category is meant for non-polluting or very low-risk activities (like small service units).
RVSF involves:
Depollution (oil, fuel, coolant removal)
Handling of batteries, tyres, AC gas
Temporary storage of hazardous waste
Hence, Green category is not applicable.
Not Red Category
Red category includes highly polluting industries (chemical plants, smelters, tanneries).
RVSF does not involve manufacturing, chemical processing, or emissions at that scale, so Red category does not apply.
Orange Category – The Correct Classification
RVSF is treated as a controlled but permissible industrial activity, provided:
Proper depollution systems are installed
Waste is handled through authorized recyclers
Environmental safeguards are followed

To operate legally, an RVSF must obtain the following from the SPCB:

Required before setting up the facility
Covers:
Land use approval
Site layout & process flow
Pollution control plan
2️⃣ Consent to Operate (CTO)
Required before starting operations
Covers:
Depollution equipment verification
Hazardous waste storage & disposal
Compliance with environmental norms
⚠️ Without valid CTO, RVSF registration can be rejected or cancelled, even if Transport approval is granted.
