RVSF Rules & Guidelines by MoRTH
The Registered Vehicle Scrapping Facility (RVSF) framework is governed by guidelines issued by MoRTH to ensure that end-of-life vehicles (ELVs) are dismantled in a safe, transparent, and environmentally compliant manner across India. In simple terms, these rules decide who can run a scrapping facility, how vehicles must be scrapped, and how compliance is monitored.
Under MoRTH norms, only authorized and registered facilities are allowed to scrap vehicles. An RVSF must be approved by the State Transport Department and linked with the VAHAN portal, ensuring that every scrapped vehicle is digitally recorded and permanently deregistered. This eliminates illegal dismantling and prevents misuse of old vehicle RCs.
From an infrastructure standpoint, MoRTH mandates that an RVSF must operate on approved industrial land with adequate area for vehicle parking, depollution, dismantling, and material segregation. The facility must have impermeable flooring, proper drainage, fire-safety systems, CCTV surveillance, and secured storage zones for hazardous waste like oils, batteries, fuel, and coolants.
A critical MoRTH requirement is the depollution process. Before dismantling, all fluids—engine oil, brake oil, coolant, fuel, AC gas—must be safely extracted using standard equipment. Batteries, tyres, airbags, and electronic parts are to be removed separately. This step ensures compliance with environmental and pollution control laws and reduces ecological damage.
MoRTH also clearly defines vehicle eligibility for scrapping. Typically, government vehicles older than 15 years and commercial vehicles older than 15 years are prime candidates, while private vehicles are considered after 20 years, subject to fitness test failure. Once scrapped, the owner receives a Certificate of Vehicle Scrapping (CVS), which officially confirms deregistration and enables incentives like road tax rebates on new vehicle purchases.
From a compliance and audit perspective, RVSFs must maintain digital records, monthly reporting, and allow inspections by transport and pollution authorities. Any deviation—illegal scrapping, data mismatch, or environmental violation—can lead to suspension or cancellation of RVSF registration.
