Documents Required for MSTC Mineral Auctions Registration

1️⃣ Business / Entity Documents (Mandatory)

Applicable to Proprietorship, Partnership, LLP & Company:

  • PAN Card of Firm / Company

  • GST Registration Certificate

  • Certificate of Incorporation (Company / LLP)

    OR Partnership Deed (Partnership Firm)

    OR Proprietorship Declaration

  • MSME / Udyam Registration Certificate (Optional but recommended)

2️⃣ Authorized Signatory Documents

Person authorized to bid on MSTC:

  • Aadhaar Card

  • PAN Card

  • Authorization Letter / Board Resolution

    (Mandatory for LLP / Company)

  • Mobile Number & Email ID (Active, OTP-enabled)

3️⃣ Banking & Financial Documents

For EMD, auction payment & refunds:

  • Cancelled Cheque (Firm/Company name printed)

  • Bank Account Details

  • IFSC Code & Branch Details

⚠️ Bank account name must exactly match GST & PAN.

4️⃣ Digital Signature Certificate (DSC) – Mandatory

  • Class 3 DSC (Signing + Encryption)

  • In the name of Authorized Signatory

  • USB Token required

  • Must be mapped on MSTC portal

5️⃣ Mineral / Auction-Specific Documents

Depending on mineral & state:

  • Mining License / Trade License (where applicable)

  • Factory License / End-Use Certificate (for coal / iron ore)

  • Environmental Clearance (EC) (for bulk or captive use)

  • Consent to Operate (CTO) (in select auctions)

These are state & mineral dependent and checked at auction level.

6️⃣ Address & Compliance Proof

  • Registered Office Address proof (Electricity bill / Rent deed)

  • Factory address proof (if industrial buyer)

7️⃣ State-Specific Undertakings (At Auction Stage)

  • Self-declaration formats

  • No-blacklisting affidavit

  • State mining department undertakings
