Documents Required in a Government Bid: Checklist

The short answer

Every government tender lists its own documents. The bid is usually made of an eligibility part, a technical part and a financial part, and each part needs specific papers. The tender notice is the only reliable list for a given bid. This page covers the common documents that appear across most tenders, so a bidder knows what to prepare before reading the notice in full.

Who needs this

  • Vendors preparing their first bid on GeM, IREPS or another government portal
  • Small suppliers who lose bids on paperwork rather than price
  • Anyone who has been told a bid was non-compliant after submission

What it is

A bid is the vendor's formal offer, submitted through the portal. The papers prove the vendor is eligible, technically able to supply, and offering a valid price. Missing or unclear papers can lead to a bid being treated as non-compliant, even when the price is competitive.

Step-by-step

  1. Read the tender notice and list every document it asks for.
  2. Check for corrigenda that change any requirement.
  3. Collect each document and check its validity date.
  4. Sign the required documents with your digital signature.
  5. Upload the papers in the portal's required file format and size.
  6. Submit before the deadline and keep the submission receipt.

Timeline

Submission must be completed before the closing time on the portal. Documents uploaded late are not accepted.

Common mistakes

  • Uploading an old version of a document after a corrigendum
  • Letting a certificate expire before the bid closes
  • Using a file format or size the portal does not accept
  • Submitting the financial bid in a different format from the one required

Advocate's Note

Make a checklist from the tender notice itself, not from a generic list. Tick each item when you have checked its date and signature. The rejections we see most often come from one missed document, not from the price.
