Contractor Licence & Registration in India — every field, one desk
Civil, electrical, labour supply, railway, defence, PSU, fire, plumbing or scrap — each field has its own licence and its own authority. We tell you exactly which ones you need, check your eligibility first, and get you registered before the tender closes.
There is no single "contractor licence"
In India, "contractor licence" covers three different things, and most contractors need more than one:
- Enlistment with a works department (state PWD, CPWD, MES, municipal bodies) — decides which tenders, and what value of work, you can bid for.
- A trade licence for regulated work — electrical installation, fire systems, plumbing — issued by the state or local authority.
- A labour licence if you deploy contract workers for a principal employer, now under the Occupational Safety, Health and Working Conditions Code, 2020.

Contract labour is now licensed under the OSH Code, 2020
The four labour codes came into force on 21 November 2025. The Contract Labour (Regulation and Abolition) Act, 1970 and the Building and Other Construction Workers Act are folded into the Occupational Safety, Health and Working Conditions Code, 2020. Under the Central Rules, licensing is online, and contractors working in more than one state can apply for a single licence. Your state's own rules can add requirements, so confirm them before you apply.

Book a consultationFrequently asked questions
Is there one contractor licence that covers all of India?
No. Works enlistment is given by each department (state PWD, CPWD, MES, municipal bodies), and trade licences such as electrical licences are issued state by state. The exception is labour: under the OSH Code, 2020, a contractor working in more than one state can apply for a single contract labour licence.
When do I need a contract labour licence?
Under the OSH Code, 2020, which came into force on 21 November 2025, a contractor needs a licence to deploy 50 or more contract workers. Check your state's rules as well, since states frame their own rules under the Code.
Which class should I apply for?
Your class depends on your turnover, past works, solvency and technical staff, and it decides the value of work you can bid for. Applying for a class you don't qualify for leads to rejection, so we check eligibility first.
Can a new firm get enlisted?
Usually yes, in a lower class. Many departments set minimum experience and turnover, so new firms typically start at a lower class and upgrade as they complete work.
Do I need a licence to bid on railway tenders?
Railway works are bid on IREPS, and eligibility is set in each tender. You need IREPS registration, a Class 3 DSC and the experience and turnover each tender asks for. See IREPS registration.
Is my electrical licence from one state valid in another?
Not automatically. Electrical contractor licences are issued by each state's licensing board. Some states recognise or endorse other states' licences, but you need to confirm this with the state where you will work.
How much does it cost?
Department fees vary by field, state and class. Once we've mapped the licences you need, we give you a fixed quote for our work before you start.
