Fire NOC & Safety Compliance for RVSF Units

Fire safety is a non-negotiable compliance for every Registered Vehicle Scrapping Facility (RVSF). As per guidelines aligned with MoRTH and enforced by the State Fire Department, Fire NOC is mandatory before an RVSF can become operational.

In simple terms:

 No Fire NOC = No RVSF approval / high risk of cancellation

Why Fire NOC Is Mandatory for RVSF

An RVSF handles:

  • Fuel remnants & oils

  • Batteries & inflammable components

  • Tyres, plastics & compressed gases

These materials make RVSF a moderate fire-risk industrial unit, which legally requires approval from the State Fire Department under applicable fire safety laws.

Fire NOC Required at Which Stage?

Fire compliance is checked at two levels:

1️⃣ Fire Safety NOC / Provisional Approval

Required before or during RVSF registration

Based on:

  • Building plan & layout

  • Fire system design

  • Occupancy & risk category

2️⃣ Final Fire Clearance

Required before starting operations

Issued after physical inspection of installed fire safety systems.

🧯 Mandatory Fire Safety Systems for RVSF

To obtain Fire NOC, an RVSF unit must have:

  • Fire extinguishers (ABC / CO₂ type)

  • Fire hydrant system or hose reels (as per area)

  • Sand buckets near depollution zones

  • Dedicated fuel & oil storage area

  • Emergency exits & evacuation signage

  • Fire alarm / smoke detection system

  • Electrical safety & proper earthing

  • Safe distance between dismantling zones

⚠️ Layout-based non-compliance is the most common reason for Fire NOC rejection.

🏭 Building & Layout Conditions

Fire authorities closely examine:

  • Approved industrial land use

  • Adequate driveway for fire tenders

  • Clear access roads (minimum width norms)

  • No unauthorized sheds or temporary structures

  • Separate hazardous material storage

Any deviation from the approved building plan can result in Fire NOC denial.

Common Mistakes That Delay Fire NOC

  • Applying Fire NOC after installing equipment

  • Improper extinguisher type/quantity

  • No fire separation between zones

  • Temporary electrical wiring

  • Mismatch between building plan & actual site

These errors often cause RVSF registration to stall, even if pollution and transport approvals are ready.
