There is no fixed statutory timeline for RVSF approval in India. In practice, approval time depends entirely on how ready the facility is at the time of inspection and whether approvals are taken in the correct compliance sequence. On-ground experience shows that most serious delays are self-inflicted, not policy-driven.
Realistic RVSF Approval Timeline (Ground Reality)
For a properly planned and compliance-ready RVSF, the approval cycle typically spans 4 to 7 months. This includes land validation, statutory approvals, physical inspections, and final registration by the Transport Department.
Facilities that start construction or procurement without alignment to MoRTH and State guidelines often take 9–12 months or more, primarily due to repeated inspections and rectification notices.
Stage-wise Breakdown (What Actually Consumes Time)
Land & Layout Finalisation – 2 to 4 weeks
Industrial land verification, zoning clearance, and finalisation of inspection-aligned layout drawings. Delays occur when land use documents are unclear or layouts are revised post submission.
Pollution Control Approval (CTE + CTO) – 6 to 10 weeks
SPCB scrutiny is strict for RVSF due to depollution and hazardous waste handling. Missing tie-ups or wrong category selection routinely lead to objections.
Fire NOC & Safety Clearance – 3 to 6 weeks
Fire authorities verify access roads, hydrant coverage, and risk segregation. Any mismatch between approved plans and site execution results in re-inspection.
Infrastructure Readiness & Equipment Installation – 4 to 8 weeks
Depollution systems, impermeable flooring, drainage, storage zones, CCTV, and safety installations must be physically present, not proposed.
Transport Department Inspection & RVSF Registration – 2 to 4 weeks
Final inspection focuses on operational readiness, digital record systems, and cross-verification of approvals. Incomplete compliance leads to file being kept pending without formal rejection.
